Message PoP is used to find speeders without tipping them off. Say, the PoP radar says "87 mph". Once the speeder is identified, a nice solid blast of Ka band identifies the car as the one previously popped. It doesn't matter at that point if the readout drops sharply from 87 mph down to 65 before the officer can take his finger off the trigger. The car going 87 has been positively identified. That stands up in court. The officer never has to show you the radar display (although they often will if it proves their point, they just won't if it doesn't).

In the above scenario, V1 wouldn't have helped. My radar detector does, and very recently has.
